從1996年起先后領(lǐng)導(dǎo)創(chuàng)辦衛(wèi)生部中國循證醫(yī)學(xué)中心、Chinese Cochrane Center（包括香港分中心)、循證醫(yī)學(xué)教育部網(wǎng)上合作研究中心（包括12個(gè)已建成的分中心和8個(gè)在建分中心)、中國臨床試驗(yàn)注冊(cè)中心（獲WHO和衛(wèi)生部共同批準(zhǔn)的WHO國際臨床試驗(yàn)注冊(cè)平臺(tái)（WHO ICTRP)全球第四個(gè)、發(fā)展中國家第一個(gè)一級(jí)注冊(cè)中心（Primary Register))及中國循證醫(yī)學(xué)雜志和Journal of Evidence-Based Medicine，并任主任和主編。領(lǐng)導(dǎo)創(chuàng)辦國內(nèi)第一個(gè)循證醫(yī)學(xué)（EBM)新興交叉學(xué)科，最早招收EBM研究生。主編出版國內(nèi)第一本《循證醫(yī)學(xué)》規(guī)劃教材和十一五規(guī)劃教材（高等教育出版社，2003年、2009年出版)。先后負(fù)責(zé)CMB、AusAid、WHO、衛(wèi)生部、藥監(jiān)局、科技部EBM研究、建設(shè)項(xiàng)目15項(xiàng)，經(jīng)費(fèi)930余萬元。出版EBM專著、叢書、譯著17部。近5年發(fā)表EBM文章SCI收錄9篇（通訊作者7篇)、Medline收錄5篇（通訊作者4篇)、EMBASE/俄羅斯文摘收錄80余篇述評(píng)和
論著（第一作者及通訊作者)。2002年獲教育部科技進(jìn)步二等獎(jiǎng)、成都市科技進(jìn)步一等獎(jiǎng)。2007年獲準(zhǔn)國家級(jí)精品課程，2008年獲中華醫(yī)學(xué)三等獎(jiǎng)。2009年獲國家級(jí)優(yōu)秀教學(xué)團(tuán)隊(duì)（均排名第一)和教育部教學(xué)成果二等獎(jiǎng)（排名第二)。從2003年起，連續(xù)擔(dān)任3屆WHO基本藥物目錄評(píng)審委員會(huì)專家并參加評(píng)審；2007年1月起受聘為WHO藥物評(píng)價(jià)咨詢專家組專家，任期4年（2007.1-2011.12)。2001年創(chuàng)刊《中國循證醫(yī)學(xué)雜志》，是全球第一本中文循證醫(yī)學(xué)雜志
gydjdsj.org.cn，被Cochrane圖書館方法學(xué)組收錄的全球5本雜志中唯一一本非英文雜志，國內(nèi)臨床綜合類100雜志中位居第4。2008年與世界第二大圖書出版公司聯(lián)合創(chuàng)辦英文版循證醫(yī)學(xué)雜志（Journal of Evidence Based Medicine)，與UK Cochrane中心主任共同擔(dān)任主編，向全球公開發(fā)行，2010年年底先后被Medline、Embase收錄。在國內(nèi)最早開展循證藥物評(píng)價(jià)、
器械評(píng)價(jià)、新藥評(píng)審、風(fēng)險(xiǎn)管理和藥物經(jīng)濟(jì)學(xué)、基本藥物篩選和制度建設(shè)的系列研究與探索，最早發(fā)表系列書稿、文章和研究報(bào)告。應(yīng)邀參編我國第一本藥物經(jīng)濟(jì)學(xué)指南，本科生教材，是中國藥學(xué)會(huì)第一屆“藥物經(jīng)濟(jì)學(xué)委員會(huì)”委員和“藥物臨床評(píng)價(jià)委員會(huì)”委員。創(chuàng)辦循證篩選基本藥物、循證評(píng)價(jià)上市后藥物、循證醫(yī)學(xué)與新藥審評(píng)、循證管理藥物不良反應(yīng)及汶川地震醫(yī)療救治中的藥品管理和費(fèi)用分析、中藥療效評(píng)價(jià)方法研究培訓(xùn)班和講座。
